I have a bidder that paid twice, she chose to not read, then repaid me for an item. She wants me to refund her the full amount. Well, I don't feel I owe her the full amount as the full amount is not in my paypal account. I have requested twice from support, HELP, to no avail. They tell me to send her the money which will be short to her and she doesn't want this...she wants her full amount of the second payment. HELP PLEASE, I have requested she call paypal and cancel the second payment, but she won't do anything. She just wants her full amount sent back to her by me. Anything you can do would be GREATELY appreciated.

Also, you can call PayPal, and they should be able to credit the fees to your account. They did that to my friend once. The buyer wanted a refund; and he gave it to them (a full refund) after being told by PayPal he would be credited for the fees. Well after 3 or 4 calls, which took around an hour or two total, being transfered from department to department (I was talking to PayPal and being transfered for some of the time on his behalf so I know this isn't made up), then finding that his request for a fee credit was rejected and he would have to appeal (give me a break, this was 9 or 10 dollars here), and after "appealing" over the phone to some other person or however PayPal's terminology classifies this, he finally got his fees credited. He probably wouldn't have done it if he knew it would take that long. But that was awhile ago, and perhaps it was just due to lack of communication in customer service, so I would try to call them, say you are refunding the buyer, and would like a fee credit. If it starts taking too much time then don't do this and just refund the amount minus the fees to the buyer. You do not owe the fees to him as it was his mistake; but I would try calling PayPal to see if they can credit you so you can refund the fees as a nice gesture.

What happens if you send the amount less fees? Wouldn't you then be charging a fee to accept credit cards which is a violation of TOS? What about charge back exposure?

NEVER MIND...PAYPAL sent an email saying for me to refund her money with Paypal...That would cost "again"...she and I have agreed, I will keep the funds and will send her a check. She is upset that PayPal will not refund the whole amount and realizes, it is not my fault. Thinking we do need a Deny or Accept Button to help our buyers to not "overpay" the fees to PayPal. Her check is ready to go out. Yes, I am paying the postage, its the least I could do...
