I bought an item from a seller on ebay in September and use my credit card to pay the seller through Paypal. One month later the seller didn't send me the item and after several emails back and forth the seller agreed to refund me by sending a check which I never received it. Another month gone by and finally I have to dispute the charge when I statement came in. 3 days after I issued a dispute charge the sller refunded me through Paypal. So I called the bank to cancel the dispue. I thought everything is over. Because of some reason the bank still process the dispute. The sller was mad and I explained to him. Paypal send me an email and I explained.
Suddenly Paypal resticted my account and demand a payment in order to activate my account. I check with my credit card bank and found out that my bank paid Paypal on September 1st and Paypal never issued any refund to the bank. The question is why Paypal keep on asking me to pay the amount of money which they already received 4 months ago. I have all the proofs. Now I cannot use the money in my account. They say it may take 75 days. I really don't understand what is going on. I received no answers no matter how I contacted them. Can anyone out there give me an idea how to file a lawsuit against Paypal in this case ?

you have to seriously wonder why people still use paypal and stuff like this keeps on happening

how much do you have frozen?

I have originally $560 in the account and transferred additional $1580 and all got frozen. I can't do anything now but have to wait. May be for another 75 days.

it is not clear what you are stating-
first why does it take so long for the original charge to show up on your cc statement.
from what you described,the charge did not show up until 2 months later??why does it take so long for a charge to show up on your statement??
it is hard to follow what is going,there are many sellers who are using drop shippers,sell first and buy later,it is a brilliant idea on paper but often it does not pan out,may be next time you should ask if the seller has the merchandise on hand and when can he ship??

The charge shown on my statement the very next month and I paid. But due to some reason the credit card bank still processed the dispute and posted a credit on my account. After I called them and told them that this dispute was cancelled and they re-billed me.I just talk to my bank and they said they already paid Paypal on Sept. 1st when the charge came in. Even the credit card bank sent a dispute to Paypal but Paypal never reimbursed the fund to the bank. They still have the money but tried to ask me for the full amount which I disputed.
This is very rediculous why they have to freeze my account and ask for more money.

there are many sellers who will ask the drop shippers to send you the goods,many sell electronic goods.
there was a thread last year of how folks walked into bestbuy or other big stores,saw some great buys on sale,rush into their car,fired up their laptop and list those items on ebay.
by the time auction is over,those items may be gone!!!!!!
i dont know what you have bot,but if seller cannot ship in one month,then he was having problem finding the item.
you did the right thing by filing chargeback,it sounds like back office problem with both your credit card issuer and paypal.
good luck,may be paypal damon can expedite this.

Who the hell do you think you are fooling stopwhining? Every post you make is in defense of paypal.If you arent on their payroll, then stop being such a corporate kiss ass.The paypal ripoff stories are very real.You seem to be skeptical of every one.

thanks for reading my posts.
i am not here to fool anyone,like all of you,i am posting what i read and obeserve.
i do not work for paypal or ebay or c2it or billpoint.
i do not own paypal shares.
i am just saying if a seller does not have the goods and he waits for you to send him the payment ,then go shopping,the goods may not be around.
this could be the case here as buyer waited one month before money is refunded.
may be bidder can ask for the mfg serial number before bidding?? or ask seller to take closeup picture of the item.
