dear paypaldamon

Have read & re-read PayPal information on accepting International payments & I still cannot quite put-it-all-together:

(1) can an (eBay) International Winning Bidder institute a chargeback?

(2) if so, is a Certificate of Mailing and/or Signature Confirmation and/or Insurance/Registed Mail receipt enough evidence to counter the chargeback?

(3) if not, what, if anything, is?

(4) does any or all of the above apply to Canada, as well?; if not, what are the differences?

If it is an international transaction, you are not protected against chargebacks. You would not be protected if had proof of shipping. You would not be protected if positive feedback was left. You would not be protected even if the buyer admitted that the chargeback was a joke on national television.

read the seller protection program,no protection if you ship overseas-i assume you are a us seller based in usa.
why dont you ask him to use bidpay??
if you want to be nice to him,pick up the 5.00 fee for him.

or open an account with propay and you can enter his cc data on their site and process the transaction yourself.

if you live outside of the USA, or post to outside of the USA,

PAYPAL DONT GIVE A DAMN. YOU MAYASWELL BURN YOUR MONEY!.

I am a USA based seller & have frequent International transactions; currently, I require insurance (or the equivalent) for any International shipment paid for via PayPal; but, if this option only raises the cost to the Buyer and affords no protection to the Seller, I cannot find a logical reason to accept PayPal payments for International sales...?

Does anyone know if the same applies to Canada?

canada is considered intl,not covered by paypal.
insurance only covers item if it is lost or damaged.
but if the buyer uses a fraudulent card,insurance is no protection.
using paypal allow the buyer to use his credit card and seller to receive his payment faster.
it saves the buyer the purchase cost of an intl money order or cashier check.he also gets better exchange rate .
he can go to bidpay and use his cc to buy you a money order for a fee of 5.00.in that case,you dont have to worry about chargeback
