Ive not been able to access the paypal website nor find any working links from ebay to paypal. Is there a problem or a maintenance happening ?

I just logged in, and it is up, but a bit slow for me. Of course, I am in La. and Hurricane Lilly could be having some effect. I also saw some broken links to auctions on eBay. My difficulties are not limited to PayPal, as I have had problems connection to the Earthlink mail server.
