I received an email from Paypal? today and am wondering if anyone else received this? I am used to receiving spam with ebay headers hoping i will click the link and enter my password, etc, but not from Paypal. when I right click on the properties it looks legit....is it?

Any email from Ebay or Paypal that tells you to CLICK HERE to verify info is almost certainly a scam - I'd dump it in the email garbage can and log into your account at https://www.paypal.com and see if anything shows up in your account that appears to need tending too..
If not, it confirms the email was probably a hoax.
