Ifsome one returns an item can you get your fees back on yahoo?

I don't think so, but at least Yahoo fees are a lot less than eBay fees.

There IS a NPB process,

But it's been so long since I used it, I don't remember if you get a refund or if it's only used to create a strike against the buyer.

Go back to the completed auction page and somewhere on there is a link for "file/escalate compaint" follow the instructions from there. Just like eBay, it takes 7-10 days to finish up.

I'd like to to look at one of my own Yahoo sales to tell you more, but it looks like my last sale over there was in October ;(

Yes,
You just need to follow the link for a non-paying bidder. Then it will take about 10 days before you can upgrade to get your fees back. I forget the time frame in which you must file though.
