To Whom It May Concern,
From the Documents Submitted and the Testimonials of
Officers of the Army in the Possesion of Mr. John Connor,
I Believe him to be a Fit Person to Appoint as a Member of
the Capitol Police, a Watchman or Messenger in any of the
Departments where a Vacancy Exists.
