Gen.Sheridan sent a Letter of Instruction to Lt.Col James W. Forsyth
with very Specific Details of what He wanted Accomplished on this
expedition...Sheridan intended in the future to occupy by force of the
if need be the country in and about the mouths of both the Tongue &
Big Horn Rivers.
"I want a careful examination made of the South Bank of the Yellowstone
River, the Big Rosebud, giving an account of the Timber, Soil, and
Geological Formations...also the depths of the water in a general way,
and the characteristics of any rapids passed over above the mouth of the
Powder River...
