This is the story of one such group, a noble band of killers who vow only to slay wrongdoers, and whose victims are targeted for SURE DEATH! Nakamura Mondo, a bumbling constable, is in fact the secret leader of one of several assassination groups in Edo. In his public role, he is investigating a series of freak murders, in which the victims are all themselves assassins.
It turns out that another group of assassins is out to eliminate the competition -- literally! Given that Mondo doesn't want to die, he has quite an incentive to ferret out the evil cutthroats. He'll need all his skills, and those of his unusual band of revengers, to stay alive, find, then kill the opposition.
But most important of all, to make sure that everyone thinks he's a total idiot and thus protect his secret identity.
