The metal rolling tool was for splicing or connecting telephone or telegraph wires by rolling a sleeve into intimate contact with the abutting ends of said wires. No idea how old this is.....maybe someone who is an expert can chime in! It has wf-21 on one side of the handle and FL and ME....also Bellsystems....would be a great gift for an old electrician or lineman!!
