Moldavian Regional Tinnie
A Communist tinnie for the region of Moldavia. The inscription around the edge (ЗА АКТИВНОЕ УЧАСТИЕ В РАЗВИТИИ ГОРОДА) translates "For Active Participation in (the) Development (of) Cities". If there are prerequisites (which the inscription appears to hint at) for wearing this tinnie, this could then be considered a very low-level award or medal. If any Russian awards expert can elaborate, please do. This is an original pre-1991 Soviet relic.
