Primitive Stoneware Pottery Candle Holder.

This belongs to my sister, please ask any questions you may have. This doesn't look like it's ever been used as far as burning a candle in it.
I was told that the blue painting looked like salt glaze. There is a maker stamp on the bowl which reads: "JEM 1990".
It's made well and would look great in almost any decor!
