Golden Crown E&R Western Germany (See little girl auctioning also), but the bottom is stamped with a crown and the letter 'S'.  It also has a price tag with 22,- .  Boy playing an instrument over ducks.  Darling.  Almost 4 1/2" tall.

This is what seems to be a hard paste porcelain with a high sheen.  Blue and cream.
