If the kids are old enough that they come in cars sow the area they park with roofing nails. No permenant damage to anyone but they will stop using it if they keep getting flats. You can't see them in the dark and these sort of kids would never come and clean them up in the daylight - that is WORK. But you can clean them up easy with a magnet.

Seriously, is it possible that the police are ignoring your request for help because they don't consider it a life threatening emergency.
Maybe you can make an appointment with the police department and discuss a solution with them. At least, they should be willing to drive by the neighborhood and check it out. The police here would be out in five minutes. I really don't understand your police department.

Animal traps. Get a group of neighbors with white hoods and go in, armed to frighten. And when they are given that piece away for next to nothing let me know.
When I lived in a certain section of Brooklyn we had a problem with hookers on our block. We got together to get them to move. Some of us posed as hookers and when a John would pull up a bunch of others would emerge and take the guys license plate number, yell and scare the heck out of him.

haha Like the white hood Idea, I had thought of trying to get a group of neighbors togeather and just get out there and clear out the wooded area completely how ever not many interested in this method it would be costly money wise as well as take time they want a town solution and may have to wait a few years to get that.
actually gravid the wooded area I am talking about is already a junk yard more or less many abadon cars and what not people just dumped off so a few nails wouldnt really raise an eye brow hehehe ... http://www.Dman-N-Company.com

Yup me and my wife are concidering that route too as this land dont have the rest rooms out house or frist aid station or any such thing for these large gathering.

Also, what about presenting it to your City Council? If the neighbors are willing to sign a petition that would help too. There are different ways to go about it with a nuisance or noise abatement. Good luck!
