Nagin gives the impression of being an idiot, but he's really a clever fox.
In one fell swoop, he has palmed off all of the city's garbage, is splashing around in BILLIONS of Federal dollars, and is in the middle of a housing boom fueled by tax payers, not tax recipients. AND he gets to blame everybody else!
The only problem is that he is destroying his only political support, but he probably does not care because he'll be gone before it happens.
