chagreback does take a long time to come through,the cardholder gets his statement,then disputed,mailed the dispute in,gets form,sign form,cc compnay passed on the forms to ppropay,then to you,then you respond,back and forth it goes,3 months from the time charge was made.
international transactions could take longer,cards issued by foreign banks take even longer.

I've had a similar situation where I sold a violin to a person in France. I asked the man 10 times about paying me with amount insured to his country via UPS. He claimed he only wanted it sent via Postal Service and PayPaled me the money (which was not even enough to send the damn thing in the first place). I sent this item to him after informing him he had shorted me and that if it was send Postal I could not buy insurance against it. When the item arrived in France it was stepped on right through the casing and appears to be been done so by the now new owner. I was emailed by him that he wanted to return the instrument etc. where as I refused. After 2 months went by he filed a complaint with Square Trade and I "won" hands down, he then filed a complaint with Ebay Fraud and again I won hands down. 8 months later I recieved a package from France that was my smashed violin case with nothing in it (yes, it was empty). Two weeks later I recieved notice from "PAYPAL" (don't look so surprised), that my account was being charged back almost $500 (the amount of the violin with shipping). As all complaints with PayPal I've sent numerous emails trying to defend myself in this matter and to fill out their worthless 3 or 5 day response when it would have taken me a month just to find the paperwork in our three business here. I'm sure without explaining to far that I've received no notice from PayPal about the status of this account and I've emailed them enough times that I'm fed up with the whole thing. I threathened to close my PayPal account because of it all but since the world revolves on credit cards I know my business would take a very hard hit because of it all. So if you can imagine someone asking for a refund after 5 months, could you imagine PayPal and an issuing credit card company allowing a member to charge-back on an item after 8 months had gone by?????????? Now someone please step up to bat and explain that one?????? And on top of that if Damon lurks in here and reads this could you please send me notice as to why I never received any help, any response and any descent backup on an issue that totally pi**es me off. I ran some major major money through PayPal this past year and made them alot of money and if PayPal wasn't the drug of credit card users I'd have to withdrawl and buy a ticket to France just to prove a point.........LOL................. Gotta go for now, I could tell you alot more horror stories in my 7 years now on ebay but that's another story I'll add somwhere down the line. Thanks, "Waltim" [email protected]

I have not had a problem with paypal but I see your situation as similar to what I am having at propay I doubt that the people making the decisions to allow this crap have a legal degree more than likely blondes with nice legs and dewgree if any that has nothing to do with the laws that protect someone. I know that from now on I will ask lots more prople for money orders and take lots less cards I have been with porpay since they began. you would think they would stick by an account I guess their jobs dont mean much to them I will not refer anyone to them again ever. I will in the strongest terms possible ask my politicians for much more regulation of the conduct of the credit card industry. If your a lawyer and see a worhtwhile case here mt number is on every auction I run call Me.

Heres how I feel about this ! If this buyer were TRULY UPSET w/ the item , she should have complained RIGHT AFTER GETTING IT . You don't wait 9 months if you really were disapointed. I think that despite what shes telling you, she just suddenly decided she no longer wanted/ needed the item. Perhaps shes redecorating the home w/ a new theme and this item won't match anymore. Or perhaps she went to Las Vegas, gambled away all her $ ,and now has bills to pay, and needs to do so fast ! Whatever the case may be ,she was most likley satisfied w/ the product for the 1st 9 months she had it in her posession .
I admire that you would be kind enough to offer her a refund, but if I were you I wouldn't do it. You never know what condition this will return to you in .

your french buyer used a credit card issued by french bank??
visa/mc allow chargebacks from intl cardholders and /or issed by intl bank go beyond the 60 days limit.
next time ask your intl buyer to use bidpay instead.
