Thank you everyone! Great answers, some of which helped me out and actually made sense and some very entertaining ones, I'm glad I asked! Ah, now I can sleep at night. After 1-1/2 years of bubbles out...it's bubbles in!

Leona Helmsley was rumored to have fired maids for hanging toilet paper the wrong way. In an interview she said there was no excuse for having the toilet paper hanging from the bottom wether it be at home or in a hotel room. Since then I always hang it the proper way. But I draw the line at folding the ends into a V.

Those that think it is wrong to let the toilet paper come from the bottom, never had a 2 year old that likes to play "spin the roll"

Assuming worse case scenerio, structurally the bubbles should face in because the force of weight is coming from an outside source, not from the item inside, and the design of bubble wrap gives maximum support when bubbles face in.
Normally one layer of bubbles will protect the item, but in an extreme case, especially with glass items, two layers is required because the base is really the item you're protecting, and you don't want that, so you create a second base by having two layers.

Has anyone ever been wrapping in the middle of the night when it's very quiet and stepped on a piece of bubble wrap? Jumped sky hi! Wonder if I should turn it face-up or down so it won't be so loud! With that in mind.......
