I use snipe software, it can bid in the last several seconds of an auction.
In this sense it does lower bid amounts because I come in with the snipe bid and other bidders simply do not have a chance to bid higher- but I guess they could have bid their highest amount in the first place.
eBay's slow outbid notices are also bad for getting higher prices. The buyer can't bid higher if the auction is over- but again they can avoid this by putting in their limit by proxy.
Many buyers won't bid their highest proxy due to fear of shills.
There is also a feeding freenzy psychology to having existing bids on an item, sniping alters this too.
As a buyer, I love snipe software, as a seller I think it does decrease final prices.
