I know it sounds like a great idea to have the churches organize big Community events, but you have to remember that alot of the Catechism teachers are volunteers with RL to deal with as well. Most of the ones in our Church work full-time, as well as have families and other non-religious based organizations that they belong to. They commit several hours a week to take care of the Catechism classes, but I don't know how many would have the time to organize Community-wide events.
It would be nice if the Church could pass along some ideas for Community Service, but as mentioned in a previous post, if the kids themselves come up with some ideas of their own, they would probably cooperate better. I wouldn't have any trouble coming up with something for my kid to do.
I also like the idea of the donation for the gift. Maybe give the money to a local organization that he could have helped out had he been so inclined.

Oh, I'm sorry about that pony - BUT Santa told me he saw what you did that night in the back of your car .....
Maybe a good way to drive home your point would be to take the money you would give him and break it into several donations - and include certificates from several charities. It would drive your point home more than just a single donation.
