I said this on another thread and I still believe it. eBay wants to eliminate the stores that only have a few items and the ones that only have a bunch of junk that didn't and won't sell as an auction. You all know the ones I'm talking about. The sellers who shouldn't have a store to begin with.

It benefits eBay to lower the price by a nickle in the bottom tier. It encourages sellers to start their items at a low price. Item starting for less have a better sell through rate, and eBay ends up making much more than a nickle in the final value fees.
