Considering that Nixon pardoned 926, Ford-409, Bush Sr-406,and bestest with the mostest: FDR-3687(!), there's strong motivation for Dumbya to exceed them all knowing how he he will do anything deceitful to win at anything.

Trouble is it will come down to asking Clinton what his motivation was - It is a
futile undertaking. He will say anything - the truth is not in the man. I mean he's a politician. They will lie when they don't have to just to stay in practice. If the pardon is denied it will be another illegal ex-post facto law.
He would have had to auction them on eBay for the high bid to show an illegal motive. Even then you could impeach HIM for doing that but there is somply no mechanism for removing the pardon, and I hope they don't make one.

In my opinion, the pardon process doesn't need to be changed. However, I believe it does need to be looked into.
