I lost over $1000 to a seller who never sent
the merchandise but would only take money
from Paypal. I took the time to get verified and immediately notified Paypal when I did not receive the mdse.

It took them over a month to tell me that
there was nothing they could do.

Does anyone know an address or phone number for Paypal in CA? I would like to contact
a person rather than an internet box which
continues to tell me it has received my mail but will get back to me in around 30 days.

You might want to post in the Paypal forum as a Company Rep is apt to see your post there and may be able to assist you.

I am sorry to hear of the issues you have had with this seller.

I do have to post our policy on the Buyer Complaint Process, which does state that we can't guarantee recovery of money if you were defrauded. I would recommend filing a claim with the site you purchased it from (if they have one) or pursuing action against the seller with the local authorities.

What is the Buyer Complaint Process?

PayPal's Buyer Complaint Process helps protect PayPal members when a merchant does not deliver goods as promised. If you have been unable to resolve a dispute with a seller, you may file a Buyer Complaint Form (go to the Security Center link in the footer of any PayPal page) to initiate an investigation. PayPal will investigate your complaint and attempt to recover any funds you are owed. You will be entitled to the return of any funds PayPal is able to collect on your behalf. However, fund recovery is not guaranteed.

Additionally, buyers who qualify for eBay's insurance policy (currently limited to $200) may recover up to an additional $200 of protection from PayPal if their purchase was made from a verified PayPal seller.

If you fail to get any help from customer service at PayPal you might contact the California Dept.of Financial Institutions which will investigate unlicensed entities. The following site is to their consuner services. There is a toll free number.
