A Paypal Story from Germany –
I did it my way – Register, wait for the number on your Card Statement, try to put it in – it does not work, do it again – pay again – does not work. Contact paypal and go through all the fuss – Passport, Creditcard Statement, Copy of your Credit Card back and front, wait – send it again and than you get the news – YOU ARE VERIFIED.
Run 5 Auctions through the system and have more than $ 4000,-- on your account all from veryified paypal users. Now – I ordered a transfer to my German Bank Account in my Name and the transfer was accepted. A few hours later you receive a message – your account is under “RESTRICTION”.
This happened on 23rd May and yesterday ( upon intervention of damon of paypal) their Appeals Dept tells me that they want the transaction # of my last 5 payments received. This they can see from their own Account but I followed all the instructions and send it by fax. The reply is that messages are reviewed in 3-5 days or longer and than I will hear – this after 4 weeks ?
This is most probably the same story hundreds of you reading this message have received as well.

What I want is :
Stop this Company from robbing honest people and at the same time invite you to a Party at the Mariott Anaheim next to the EBAY EVENT Friday this week.
I will be there and hope many of you will join me to show the Public and these Robbers that America has had enough “ENRON - ARTHUR ANDERSEN – etc “ cases. There is no room for Companies who train their Staff to cheat the Public not to say Customers and nothing is going to happen. Where is the Customer Protection Department – always quick various things such as Cars, Electronics etc ???

I hope to have this Paypal Story on German TV next week and already advised EBAY that it is unacceptable that they still have this Company on their “ Payment options “ when a lot of their customers have been robbed. Especially EBAY with their Slogan “ we believe all people are good “ should take a different attitude.

Who will be at Anaheim to show them a T-Shirt – I have been robbed by Paypal?

do you know why your account is restricted??
if someone from some forbidden country try to access your account,paypal could lock up your account ??
countries in middle east and eastern europe are on that list.

Hi,
no reason given until yesterday when they requested tracking numbers of last 5 transactions.
Have only made 5 transaction and these are clearly stated in Statement.

So they have restricted the account and wanted tracking numbers to verify that the items were shipped or anything like that.

i have a question-
if your account is restricted,can you still log in and see the detail transactions??
did any of your buyers complain to paypal about his purchase or did a chargeback??

None of my buyers have made a complain.
Yes - I can see everything on my Account including the fee of $ 20,-- which has been charged for cancelling my ordered remittance just before the account was frozen - but i cant make even a payment to paypal memebers.
This is actually outlined in their information for " restricted Account ".

No - they wanted tracking numbers for the last 5 payments - which I acutally did not fully understand but have faxed a copy of their Account Statement.

if none of your buyers have filed complaint or chargebacks,then it is possible some one has attempted to access your account from another country .
or have you been accessing your own account from another country and if so,which country??
or there have been cases where paypal has identified one account to be related to another account which has a deficit balance.
such as college students use each other pc and internet service provider to get online ,to sell and each have a paypal account.
when one defaults on his account,the other could deem liable as these two could be just one person,or related to each other or whatever.
have you allowed anyone to log on to paypal with your pc??

i recall there is a case posted from a canadian who sold on ebay and buyers paid him via paypal.so he ended up with a large balance in his paypal account in US DOLLARS.
now he does not want to transfer these us dollars into his canadian bank account where canadian dollars are held as he would incur a few hundred dollars of exchange fees.
so he talked his sister who resides in usa and have a us bank account in usa to let him register it with his paypal account.
but when his sister found out paypal wants some data from her,she decided she does not want to go along with the idea.
okay,so now he decides that he wants paypal to transfer fund into his credit card account.
wham!! account restricted!!!
i think by going from his own bank account to another person account and then back to credit card,he triggered some alarm at paypal-THOU SHALL NOT REGISTER OTHER PEOPLE'S BANK ACCOUNT!
I dont remember if he posted the outcome,you may look thru past thread called PAYPAL IS EVIL.
or may be someone recall the ending to that saga??

In my research, I have had several Sellers that have contacted me stating that paypal had restricted their accounts until they could provide tracking info. They classified it as a low level restriction and still allowed payments to come in.

just curious,is your german bank account a us dollar account??
or does paypal do the exchange rate conversion for you?if so,the longer you wait,the less euro you will get!!!!

To Germany they do transfer in Euro - so ofcourse presently this is becoming less but this is not a subject because it can go the other way as well.

Nobody is using my computer etc but when you read the paypal stories on google.com you just become afraid not to see anything.

I see similar stories all the time.

I also see a common theme and result.

Fairly new account.......whether you verify all of your accounts or info or WHATEVER.....

Fairly new account that all of a sudden have collected $1,000's of dollars in a short amount of time with no long tern track record with paypal.

If I were paypal I'd be restricting those accounts too. I'd AT LEAST put a strong watch on the account.

You need to understand it from their perspective especially with a foreign based user.

lovepotions I understand what you are saying and kind of agree but they should make it crystal clear to the user there is a strong chance of this happening specially to an overseas user.

it is not so much as accumulating large amount in a relatively short period of time,it is trying to retrieve that amount too soon!
banks become suspicious too when someone walks in and open an account,make a deposit and then withdraw that amount as soon as it clears>

paypal is NOT A BANK its a way of receiving money and then transfering it your bank what is unusual about what this person done nothing

we are just speculating the reason why his account is restricted.
true,paypal is not a bank but it does process financial transaction and does not want to be used as a vehicle for questionable movement of fund.
it must have been burned enough in the past to justify restricting new account due to certain activities.

if the reason is that a new account accumulates large balance and now want to empty it,and paypal asks for tracking number of items shipped,i assume to make sure buyers are not going to file chargeback saying seller did not ship items.
then why not state in terms of service that new account with x dollars of balance within x number of days will have a reserve .
come to think of it,now UPS is a paypal partner or seller partner,it would be transparent if the seller has shipped or not.
hey,no tickee no washee,for usps shipper,key in your dc number before you can retrieve your dough,for ups shipper,ups tracking number must be on file .
unless seller drive or take a bus or meet buyer at local starbuck.

Hi,
just to let you know they finally lifted the restriction without any explanation.
I made a transfer which was reconfirmed so just waiting for the money.
Just to let the others know they convert directly into Euro so no need for a $ Account.
My Story is over but others should be aware.
Looks like Damon is the only help you can get at Paypal.
Good luck to others who are still suffering.
