I sold an itemon ebay, buyer sent $650.00 through paypal. Buyer claims never rcvd. item, refused to sign the insurance claim, asked paypal to reverse charges. THEY DO! never contacted me, wont answer or respond to my emails, and USPS will not take my claim without receivers signature that they never got item. BUYER BEWARE!

Yes, Paypal.com is a very terrible payment service. I have received a total over US$2000 charge back fees status 9 months ago the payment I accepted was paid by a stolen credit card. Paypal.com stopped my account and reserved all the chargeback fees on me (seller). I have all the tracking number, everything but no use. Honestly, How should the seller know the buyer uses a stolen credit card. Because all seller received is a comfirm payment and Paypal ask the seller to go ahead to ship out the product. Paypal.com is in business for payment gateway. They should take care of those problem and not transfer all the risk to the seller. I have stopped using paypal.com . I prefer Bidpay.com or payingfast.com . Don't use paypal.com payment service. If you going to use them make sure you get all the driver license and proof off the buyer. Otherwise in 6 to 9 months late paypal.com might freeze you account and reserve all the charge on you.

did you ship to confirmed addresses??
you said buyer claimed not receiving the item and yet refused to sign the claim paper.
you must have insured it for over 50 dollars and there should be a tracking number on that blue insurance slip trackable within usps.
if usps shows it has been delivered and signed for and buyer said not so,this is a case for usps fraud investigation.
unfortunately the usps form is really for the buyer and not the seller,but call them and see what they have to say.
