do you mean a forum on paypal site??
if so,it would be manned by paypal and like ebay and amzn,some posts would be deleted and some members would be asked to leave.it happens on ebay and amzn,they own the site and they can evict anyone they like.

They would have to hire someone like Damon just to sit and evict people for 8 hrs a day considering the amount of complaints they would receive. I don't like PrayPal but I think they are smart enough not to start an on site forum. It would be devistating to their business.
