do not count on pay-pal to honor their buyer protection service.. i am out $184.00 because they will not honor it on a deadbeat seller who did not delver.

Hi,

I am sorry to hear of the issues you have had with the seller.

Our User Agreement does state that we don't guarantee recovery from a seller you are having an issue with. Why? PayPal can't guarantee that an individual you are dealing with will come through as promised. Items posted for sale are done by individuals at different web sites.

What is the Buyer Complaint Process?

PayPal's Buyer Complaint Process helps protect PayPal members when a merchant does not deliver goods as promised. If you have been unable to resolve a dispute with a seller, you may file a Buyer Complaint Form (go to the Security Center link in the footer of any PayPal page) to initiate an investigation. PayPal will investigate your complaint and attempt to recover any funds you are owed. You will be entitled to the return of any funds PayPal is able to collect on your behalf. However, fund recovery is not guaranteed.

Additionally, buyers who qualify for eBay's insurance policy (currently limited to $200) may recover up to an additional $200 of protection from PayPal if their purchase was made from a verified PayPal seller.

Please review the Consumer Protection Programs section of our User Agreement to learn the specific terms and conditions of the Buyer Complaint Process.

in order to recover funds paypal would have to ATTEMPT to do so, which they refuse to do..no investigation, no action..nothing.

Do the buyer complaint, PayPal can only recover money if the money is in the seller's account. If there is not and you have filed the complaint, then do a chargeback on a credit card.

did you buy the item on ebay??
file claim with ebay and report to ebay and neg this seller.
if you used your cc,do a chargeback and paypal will eat the loss if the seller has withdrawn all his money .

I recently used e-Bay's insurance and althought it is a welcome resource, it took 7 months to receive my compensation.

I am now considering PayPal as an additional avenue of payment for my customers and when I questioned them about fraudulent credit card use and they assured me I would get paid and that they are FDIC insured. The rep. had great difficulty trying to answer this one question. If a customer uses a stolen card to pay, PayPal accepts it, I send the product and then the credit card company voids the transaction. Do I forfeit my money or does PayPal abosorb the loss? I don't think the customer service represenative understood what I was asking or why. This is disturbing.

if the buyer used a stolen card to pay you thru paypal and you shipoed to confirmed address (which is the billing add of the stolen credit card) with online trackable dc,are you protected??
i would think so,if you read paypal terms .
but then one would ask who benefits??
if the buyer did not receive the goods,then who did??the original cardholder did??
so what good does it do for the buyer??unless the buyer resides at the billing addr /

Which, as I've stated many times in the past, translates into one big heaping pile of #*!@.

Your guarantee is a misleading lie- as your company "guarantees" absolutely nothing!

Never pay with your bank account. CC only. The only "protection" you have is the ability to deny a charge through your CC company.
