I am having to relaunch items several times before I can finally get them to list - error is that launch was not verified by ebay.

That is correct, eBay seems to be having some trouble accepting listings currently. I just worked with someone else on this and resubmitting the items went through ok.
In their case the items had not in fact posted, but since eBay cannot confirm the items were accepted per the error message, always be sure they didn't really make it live before relisting.
