I had this same problem 2 or 3 weeks ago but I thought it was OK until today.
I had 4 auctions won by one bidder and it won't allow me to change the shipping.
Combine - changed and saved.
Checked - not changed (except the letter it's self)
Change again and sent new WBN to winner.
Checked and it's back to the original shipping for 1 item not 4.
Changed - saved - checked again and it's still the original.
I can't trust this feature anymore as last time it cost me in shipping??
What is the order number? How did you choose to apply shipping on the order -- on an individual basis, or did you give it a new shipping upon the combine?

You're the greatest. That was what I was doing wrong. I needed to change how to apply shipping.
Did it and it worked this time
