We don't recommend doing this. However, you can do this but it's a setting you'll have to change everytime you're creating/launching listings with a different discount.
Currently if you change the settings for discounts, all your auctions that are created/launched, will carry these settings and their attributes.
However, if you want to launch some auctions with a different discount, you'll have to go back and make the changes to your settings, and then go create and launch the items.
It gets confusing and it usually isn't worth the effort.
