I am being forced to pay for goods when the seller has told me in so many words that he intends on rakeing me over the coals.I had a bad feeling about this seller the minute I sent my money out.I dont know why I just felt somthing was off.So I began searching high an dlow for anything on this seller and I found a Ebay account that he used with nthing but negative feedback.I proceeded to call Paypal and place a complaint.This was done within 2 hours of making payment.Paypal did place the funds on hold but are claiming that theysent them.I know for a fact they didnt because this guy has been harrassing me for my mailing address because he was told by Paypal that hwe had to provide them with a tracking # in order for him to receive payment.This man was suppose to use a messenger service,at my expense ,to deliver the product.He was on me every 5 minutes untill the money went out and then ...nothing he didnt return my emails untill 11 oclock that night and all he said was Im going to sleep.I sent him several emails and he never returned any.I new he was crooked so I sent him one last email asking if he had other items and how much would he charge and bingo...he answered "yes i do ,make me an offer"!He didnt answer any of the8 to 10 emails I sent him w/regard to the items that were supposed to be delivered that night via messenger.His lat email said Ill cll you tommorrow.Well tommorrow came and went and I heard nothing.Then he emailwed me ansd said his dog died and he was so sorry and what was my address so he could send the items.He them proceeded to go off on me for cancelling the paymentsI told him that I was sorry for his loss but he hadnt delivered as promised and had he kept me posted things would have been different. We went back and forth approx. 25 times I offered my phone # so we could dicuss terms like men and then he disappeared again.Now it has been 5 days and he emails me saying ok I will ship today I promise.I told him to stick it and he made it very clear that he was going to screw me over.When paypal sent me the outline of the complaint they gave him 10days to give them proof of delivery or proof of refund.I called paypal yet again and explained that this guy was a problem waiting to happen and Iwasent interested in getting anything from him I dont want to do business with this person .I asked Paypal to just refund my money and they said they had sent it to him.I explained that they had the funds and I knew they did and they said that he could have shipped the property and I could be lieing I told him that he was asking me for my address so he could show proof of delivery and get paid.I asked if paypal could just make a call to him and ask if he had a tracking # now or not.If he hadnt sent it then they could just rerlease thje money back to me noharm no foul.They refused.I asked them what guarentee did I have that he wasnt sending me an empty envelope and they said that once the goods are shipped and they have a tracking # they are done with it.My question is what should I do?Do I refuse the package? He emailed me a little while ago telling me that once the goods were shipped the were not returnable.I dont want to even see this package .Do I have any recourse at all? Should I hare a notary public to open the package? I realize that this post is rushed and gramatically incorrect and that is because I cant afford to loose $1100.00.I dont understand why paypal didnt just end it there.What risk does the seller have these items go like hotcakes he even threatened me with refusing to sell me his products because he had 50 emails from potential buyers? What is wrong with that company.I am theconsumer and I dont want this mans services or products.He didnt live up tohis end of the agreement initially dosent that make the"contract " void?Do I have any chance at getting my money back?Thank you for taking the time to read this post and im sorry it is so longwinded.

it is too late to purchase paypal insurance for item not as described.
if it is so difficult for him to send you the merchandise,there is a chance the item may not be as described.
you can refuse shipment and make sure it is recorded as such by your postman and make paypal release the 1100 dollars held.
how did you pay-paypal fund or credit card??
