It looks like some kind of trip counter or metering device that attaches to some other mechanism. Sorry, that's all I can really see.

The numbered wheel looks like it can only turn one way due to the ratchet action (pawls). It looks to me like a piece of an old electric meter. Anyway, I think there were more of these wheels and they added up to numbers of higher digits (ie first wheel 1's, second wheel 10's, third wheel 100's etc) Just a guess!
They've been in business since 1904, making "the original "growler"....Invented in 1933 the growler is used to test armatures and for shorts in electrical motors...." They also make "other quality motor winding machines, armature winders, armature banders, solder machines..."

Thanks everyone! The last two responses from feralboy and HartCottageQuilts would make sense since we found this item in an old electrical company that had gone out of business years ago. Will have to check out Chapman Electrical works and give them a ring. Thanks again.
