Ok, closely related to the other thraed. I have used Paypal as a buyer for the first time recently. I have 4 credit cards, all registered to my home address. The problem is I am at a campus address 10 months out of the year. (and no I can not change the address on my credit cards because my campus moves me all the time)
Ok, here's the problem. I can't add a shipping address to my account unless I have that as a billing address for the cc. Some sellers are refusing to ship to me because my shipping address (on campus) is different than the billing address at home. Has this problem happend to anyone else?

Yeah this is a big problem I am a seller and I do not ship any goods paid for through paypal if the shipping Address I get in the Reply to MY EOA dont match the one in the payment notice from Paypal I write the buyer let then know the addresses dont match I will have to send to the address I was give by paypal the billing address for the credit card , I let them know the alternitive is for me to contact paypal about the issue to make sure the credit card or account used for the tranaction wasnt stolen this could slow down shipping and delay it weeks.
This is not just a paypal issue the same goes for billpoint pay direct bidpay exchange path and all the like services.

Hmm...is there any way to fix this? If I buy something online with a CC I want it quickly and not in 3 days to my home address then pay to have it shipped from home to campus another extra 3 days....Geez....

If you're making a purchase via PayPal and asking the seller to send to somewhere other than the billing address then the seller is taking a risk. I think it would depend on your feedback and the item before I'd ship to other than the billing address. If your buying a $10.00 CD then shipping to an alternate address is an acceptable risk. If you're buying a $1,000.00 laptop and you ask me to ship to an address other than the billing address then you are in for a disappointment.
If the shoe was on the other foot what would you do as a seller?

Not inless you have a fixed address you can use where you are at school if you do you could open a free online checking account useing your school mailing address and verify this bank account with paypal.
Then you can fund that online checking acount with your credit card and pay thur paypal with your checking account.
The key is the fixed address though you would have to change this address when your no longer at school to your home address.
