A person won a dutch auction of mine for four watches. I sent them on the 13th USPS Priority, and they still haven't arrived. He is now NARU, but says if I don't "fix" the situation he will file for mail fraud charges. I do have the original shipping receipt with his zip code on it to prove that I shipped them.
What are my options here? I've considered refunding 1/2 of the money (would this include s/h charges?). I've also considered sending him TWO watches, and shipping would be on me. This way we would both be losing out, evenly. But, how do I know that he never received them, he could be just lying, although he had a spotless feedback of 48 with no negatives. However, now that he's NARU, he may feel I can't do anything about him on eBay, so now he can do whatever he'd like.
Any comments/suggestions would be great.
Edited To Add: Is a shipping receipt protection against mail fraud charges or do I need more, like DC? Also, will eBay tell me why a user was NARU'd?

I would go to the PO and fill out the form to have a "trace" put on the package. Email him that you are doing this, and that he will probably be contacted by the Post Office to sign a statement that he never received the item. If he is lying, that may be the end of it.
Just tell him that for now, it is in the hands of the USPS, and that they may very well find the watch.
Even if you eventually send him a refund, I'd go through this step first.

I don't know how mail fraud could ensue if you have a mailing receipt with the zip code and an honest record.
Under the circumstances you described, it sounds like fraud on the other end.

I'll try filling out the trace form today. Now he's telling me the style of watches to send him as a replacement?

I'd just keep on telling him (very politely) to be cool - for now it is in the hands of the USPS.

This seems a little suspicious:
how long will that take???? You just said that you would send them out today please email me back youjust said that you would send today now i will have to wait a trace....

I'd just do what others have stated above as well-- have packages traced--------------HOWEVER, if this bidder is no longer a registered user
I to am very suspect of his truest intention, and with that said and given the fact you have PROOF items were sent to his address I'd not worry a moment about his hollow threats.
