I can't say it is the only reason, but I'm sure it contributed.
How many of you out there have received packages that when opened revealed a 2-3 Day Priority package (or some other free USPS packaging) turned inside-out, and sent at a lessor rate? I have even received packages that used the (expensive) Tyvek envelopes crumpled up and used as padding!
This has forced the USPS to now print "USPS" on the inside of it's free packaging, just to try and thwart off misuse.
I have worked in the printing field for over twenty years and believe me, I know just how expensive it is to change a one sided print job to a two sided job. The cost must be staggering when you consider the probable millions of pieces that are printed each year.
