They did if for awhile a year or so ago because it was "what the people wanted" - to help people who had been feedback bombed by unscrupulous users...when a person was NARU'ed the feedback stayed, but instead of a bunch of negs you got a bunch of neutrals. Unfortunately it also worked that way for positives when a seller or buyer when NARU (not necessarily for bad reasons).
I believe eBay stopped converting feedback to neutral on around the time of the $1 reserve fee fiasco, so that no one could really tell how many Users were leaving the eBay ranks by unregistering or NARU'ing themselves.

When you ;ook at your feedback page, next to the feedback there should be an explanation such as 200 Positive from unique users
2 Neutrals, 2 from no longer registered users.
Did yours show anything like that?
