Yes, if you search the message boards here and over on the Help & Discussion Boards (NOT the chat boards!) on Ebay, you'll find accounts of successful fraud claims with PayPal. However, you won't be able to file unless the seller was verified at time of payment, and you received NOTHING (they don't get into quality/misrepresentation of merchandise). You'll only get back what PayPal recovers from the seller. If need be, you can file a chargeback against them on your credit card (if that was the source of funds for the transaction), but be aware that this action may result in PayPal freezing your account.

The answer is "it depends."
It depends on who you speak to at Paypal. Every employee seems to make up their own rules. It depends on whether you paid by credit card (in which case you will get action because they are worried about charge backs) or from a bank account (in which case they *might* act) or your PP balance (in which case they feel free to ignore you.) It depends on who the seller was and whether they have access to his bank account. It depends on whether you're a very vocal person who will post negative comments here, complain to the BBB, etc.
The only rule at PP is that there are no rules.

I filed, got form email telling me to file. I did it again, got another form email. This went on for weeks until my 30 days were up. I don't ever expect any help from paypal.
Not my name on ebay.
