i was high bidder on a non reserve auction ending 12/27........seller has not respondedtop emails and calls about the item. he has never sent a winners notice eytc. i suspect he is ignoring me because the item went very cheap........he is also has a rating of 4, no negs...i havew not encountered this in my 3 yrs of buying and selling......is there an official ebay comlaint form i can fill out or does ebay just ignore this.......i have sent emails to safeharbor too, getting no response........any ideas????????

I would suggest pulling his contact information, then e-mailing him one last time to let him know that if you don’t hear from him within 3 days you will place a negative feedback.
I had a similar situation and titled my e-mail “Your first negative feedback”. I got a return e-mail and the item within a week.

The only thing you can do through Ebay is to email Safe Harbor and report him as a "non-performing seller". However, Ebay isn't going to do more than issue a warning, unless he has a history of this. They can't force him to sell the item, if he doesn't want to. Send your complaint to [email protected] . You should have at least received an automated response to your previous complaints, which makes me wonder if they got through.
