I am miffed!
I bid on and won an item that stated PayPal was accepted. Got the EOA today & went to make payment via PayPal since I have a balance of "play money" in there that I use for my eBaying and I got a message stating that this seller does not accept payments from unverified accounts! Huh? Thanks for stating that up front in your auction so I could have made the decision not to bid!

I can understand why he might not want to take unverified payments, but please at least make that known before your bidders try to check out.

I'll see if he responds. I would just as soon he cancel my bid...

I always accept the payment. I'm just happy I'm being paid.

I had an unverified payment come in this morning. I have to change my preferences so that it automatically accepts them.

An unverified user has not jumped through PayPal's hoops to give them access to their bank account. You verify your home address after you sign up, but verifying your account is optional and I choose not to do so.

Maybe as libbyparsons said, if the seller has to change preferences to accept unverified payments, your seller is not aware s/he has to do this? I can't imagine why a seller wouldn't accept an unverified payment, money is money.

YES!! I am getting paid, through PayPal, I'll have the money in a few days...I'll take that over waiting 2 weeks for a payment that won't come, filing for fee's and then waiting to relist.

PayPal has a new policy: if a seller send to an unverified shipping address, the seller is not eligible for PayPal's "seller protection policy."

Here's the info from PayPal's web site:
In November, we notified you through our Policy Updates page that we would introduce a new requirement for the Seller Protection Policy in which sellers would have to ship purchases to verified addresses to qualify for protection. Now, with the introduction of the "Verified Shipping Address," this requirement will be enforced.
PayPal now prompts buyers to provide sellers with a "Verified Shipping Address" when making a purchase. This address is checked against the buyer's credit card billing address maintained by their credit card company. Shipping to this Verified Shipping Address significantly reduces the risk that your buyer is paying you with a stolen credit card.

Sellers who ship to the Verified Shipping Address, and meet the other requirements of the Seller Protection Policy, will be protected from any chargebacks resulting from the payment. Sellers may choose to ship to an alternate unverified address. However, if they do this, they will be liable for any buyer fraud.

Here are the payment acceptance options at their default settings.

It would seem that the seller has changed their options from the default setting to exclude unverified buyers on purpose. Some sellers are to paranoid and some are too reckless.

If a seller won't honor the payment terms in their auction, leave a negative so future bidders know and report them to Safeharbor for seller non-performance.

The seller is being silly. The problem with unverified accounts is the possibility of charge backs or fraudulent credit cards. What the seller should do is not accept unverified credit card payments, but non credit card payments should not pose a problem.

When I use Pay Pal I always pay with monies that are left in my account and never a credit card. My problem is that I have not been able to change my mailing address (I moved) on my Pay Pal account even though the address has been changed on my credit card that I gave them. Don't know what to do.

This seems confusing and perhaps even to contain a bit of deliberate obfuscation.

A PayPal verified account requires the user to verify their bank account.
This is not the same as a verified credit card account billing / mailing address.

The additional optionality seems good, but is PayPal confusing these to (once again, even more strongly) encourage attaching bank accounts, etc... ?

Just to clarify:

My shipping address is verified, but I am not a "verified" account holder. I did upgrade to a premiere account because I had to, but I still do not intend to "verify" my account.

I have not heard back from the seller yet. In my email to him I stated that I was surprised that he accepted personal checks but not payments made from the balance of an unverified PayPal account.

I know it is not that big of a deal, but I bid on this auction because it makes my life easier to pay with PayPal. Why not add that qualifier into your description "I accept payments from verified PayPal accounts only"?

When you click the button to change your PayPal preferences to accepting payments from verified accounts only, it does warn you that you are excluding payments from many people, including all International payments (since only US accounts can be verified.)

I personally do not accept PayPal payments from International bidders, but I put that right in my auction text and I offer BillPoint and BidPay as alternatives.

Hi XXXXXX,
I really hate to be a pest about this, but one reason I bid on your auction was because you take paypal. You are a Verified Premier Member. If you go into the Payment Recieving Preferences on the paypal site, the last option is Non-Credit Card Payment from Verified Users Only. This is what I am. If you OK that box, I can pay by paypal. There is really no reason not to, I'm verified, and its safer for you than a credit card payment since I cannot do a charge back.
I would appreciate it if you would consider it. I will try to paypal you again Monday at lunch, if it doesn't work, I'll give up and drop a check off at the post office.
Thanks again, and sorry to be such a pain in the rear.

Sheesh! Why do they even bother taking paypal if they won't let you use it.

I too did the *unthinkable* and moved on PayPain

In order to change my address, add a credit card, or close my account I need to fax my drivers liscense, a utility bill, a credit card statement, and - I'm waiting for this one to be added in the TOS of the day my first born-- to their offices for review. Oh and they don't like PO Boxes....

What makes them think that if I won't give them access to my bank accounts that I'm going to hand over such personal information? Thankfully I only have $9 and some change in their system but its annoying as all get up...
