There is a thread about this already but this was my first email stating I had already been paid by Paypal. I don't even have an account with Paypal. Don't know the first thing about it and don't care to. What will happen now? I won't send the item until my TOS is met. What will happen to the buyers money?

Hi,

The sender can reverse the payment as long as you have not claimed it (it should view as "unclaimed" in their transaction log.

I had the same thing happen to me. I emailed the buyer & told him to send me a check or money order. He did. I don't know or care what happened to the money he sent to paypal. It should be illegal for Paypal to accept payments for people who are not even signed up.

HI stan41,

The payment still belongs to the sender until it is claimed by the recipient. We are the processing agent, but the money still belongs to the sender. Many people get confused about this aspect and that is why the sender can cancel it if it has not been claimed. The money is yours when you claim it.

I no longer have a Paypal account (closed it in November). I still get "You've got cash!" emails almost every day.

Now, when I closed out my account, I was told that I would not be able to open up another account, etc etc.

So if I'm unable to open up another account, WHY do I keep getting "You've got cash!" emails every day? I'm unable to claim the money (not that I want to) so why does Paypal allow payments to be sent to people who are - (according to Paypal's terms) - unable to open an account and claim their money??

Hi executivegirl,

Senders can send payments to any email address and that is why notifications would still come through. I am not sure why you were told you could not open another account though? As long as there were no issues you should be free and clear to open an account (even with the old email).

Here is what I just copied DIRECTLY from Paypal's website when you click on "close account":

Close Account



If you close your account you will not be able to reopen it or open another account. All unclaimed payments and pending money requests will be automatically canceled. A check for the balance of your account minus applicable fees will be sent to your street address.

As you can see, that clearly conflicts with what you just stated.

The dialog says you can't reopen your account or open a new one, but I have heard unconfirmed reports of customers reopening accounts. I guess it isn't etched in stone.

ExecutiveGirl, how can you view the 'close account' dialog if you don't have an account? I wasn't able to see the dialog unless I actually clicked on the 'close account' button which required me to be logged on to my account.

I HAD MY ACCOUNT SHUT DOWN BY PAYPAL
I just reopened one with same info and email.
A few days ago doesn't seem to be a problem.

So does that mean their warning on their website saying that if you close your account you will not be able to open another account - just a scare tactic to make you keep your account with them?

Many thanks for your patience. I had to do some interaction with various groups to get this addressed.


Here we go-

Users that have had an account with no reports of fraudulent activity and that are in good standing at the time of account closure may open another account as long as they abide by our Terms of Use and agree not to open multiple PERSONAL accounts. Users that have had reports of fraudulent activity or numerous scam reports will not be allowed to enter the system again."

Then don't you think what is said on Paypal's website is deceiving? People don't know that. They only know that when they go to "CLOSE ACCOUNT" that they are faced with the notice saying if they close their account that they will NOT be able to "re-open this account OR any other account".

Will this be fixed on Paypal's website?
