I have noticed quite a few people in Ebay who have a negative feedback rating of -1 and lower! And they're bidding on stuff! I actually saw one person who had a feedback rating of -9! Why isn't Ebay doing anything about these kind of people??

Hello Dnjbias,
eBay automatically suspends users' ability to bid, list and post should their rating drop to (-4) or below.
When notified about a user with such a rating, eBay will suspend the user.
eBay will also take action at times at its discretion against users with a history of poor feedback in spite of their overall rating. Admittedly a rare occurrence.
eBay doesn't do anything about a (-1) user because it is more than likely that such a user simply started off on the wrong foot or made a rookie mistake. It isn't in eBay's interests to be so rigid as to ban folks from the site on the basis of one more negative than positive feedback.

It's obviously not so automatic if they get beyond -4. Why eBay can't automatically NARU a -4 or lower is somewhat beyond me. But then again it is eBay.
