There is an old saying, it's easier to ask for forgiveness than permission. Your foreign bidders are going to bid and hope that you will ship to them anyway.
Is there any particular reason why you refuse to ship foreign? I ask this because it's not really as dreadful as you may think. The customs form is really the only extra thing you need to do.
For me, at least, my primary interest is making sales. If I find a willing buyer, I'm not going to refuse their money just because they're from another country. But that is just me.

Do you ship international now? You are within your "rights" to drop a nuke in their feedback if some poor Canadian who doesn't know about eBay Canada's filter for "Item's available in Canada" some how wanders over to Ebay USA, and bids on one of your auctions.

Oh, I definitely agree! I DO accept international bidders now, and find it very easy to ship items. I didn't before b/c I didn't know what it entailed.
I am, though, a very lazy capitalist. i use Stamps.com to print my postage and will do just about anything to avoid waiting in line at the PO.
I am curious what other sellers do when faced with an international bidder they were not expecting.

The only countries I am willing to deal with are Canada and the UK (but they must pay in US currency or US funds MO).
Most people don't understand the issues that you have with Customs when you ship items. There are a lot of items that can be problematic. But if the item can be shipped in a small envelope, like a coin or stamp you are unlikely to have a problem with customs. I have sent things to Canada for friends that live there and cannot obtain some items there.
