I won two auctions on some laser discs and when I got the winning bidder EMAIL, the seller wanted me to pay 50 cents for his PayPal fee. When I told him that I would not do that, I get this EMAIL from the seller...

"Fine whatever jeez. You know sellers pay so much to make paypal a great
service, but that's fine, just subtract the .50 cents and you have your
total. Its not enough you got a hell of a deal."

Sigh....

Then, when I try to send him payment, I get a message from PayPal, that the receipent is not able to receive cash. What does that mean?

i think paypal personal account has a limit of how much money they can receive within a certain period of time.
is it 600 within 6 months??
if he has a personal account,and he has reached his limit,and he does not want to upgrade to business or preferred,then he cannot accept any more payment?
go to paypal site and read more,i think this is going to change soon,they really want thier personal accounts converted to business accounts .
you can always do him a favor and send him mo or check.
these days the margin is so slim,give your seller a break and send him an mo.

I think the seller's behavior is ridiculous, and I'll bet it won't make you a repeat customer.

First off, it's not your fault his auctions didn't end as high as he'd like - auctions are a gamble. He should've cancelled his auction if he felt it wasn't going to end as high as he needed to make a profit.

Everyone has grumpy days, but his reply to your email on the PayPal charge was childish and rude. I don't remember if you said if he mentioned the extra charge in his auction, and if he didn't then double shame on him!

what is wrong with his reply?
i wish i have the guts to say so-that it is not enough you get yourself one hell of a deal??
i am one of those who cannot afford to cancel auctions because the bid price is low,i stay till the bitter end.
give your poor worn and ragged seller a break,send him a nice money order.tell him how much you appreciate him listing these nice laser discs and you will be watching for his upcoming auctions.
when you collect on your state lottery ,you will sure bid on all his items.

If the seller has gone over his limit because they have a personal acct. This mean's he has no buss. asking for anything extra because personal acct's are free.

The seller's account has probably been restricted or locked...

Regarding the receiving limits:

 What is the Credit Card Receiving Limit on Personal Accounts?

 In order to reduce the cost of processing expensive credit card transactions associated with accounts that do not pay fees, there is a $100 per month limit on receiving credit card payments for Personal accounts. Payments funded from the sender's bank account or existing PayPal account balance will not count against the recipient's limit. Your limit is reset every month, starting from the date you opened your account. All date calculations are based on Pacific Standard Time.
Recipients exceeding the $100 per month limit will no longer be able to accept credit card payments unless they choose to upgrade to a Premier Account. Credit card payments sent to a Personal account in excess of the limit will be held as "pending" until the recipient chooses to accept the payment by upgrading or to return it to the sender by refusing the payment. Personal accounts exceeding the limit will still be able to receive payments funded from a bank account or existing PayPal account balance. You can find the details of your limits by clicking the View Limits link on your Account Overview page.

Note that a personal account can continue receiving funds from a PP or bank source, just not CC sourced funds...

Notice Date: October 11, 2001
Effective Date: November 6, 2001

To reduce the costs associated with credit card processing, the ability to receive credit card funded payments will become a feature reserved for Premier and Business accounts. Personal Accounts that receive credit card funded payments after 11/06/2001 may accept the payment by upgrading to a Premier or Business account, or they will have to deny the payment. Personal accounts will continue to be able to receive non-credit card funded payments for free. Once upgraded, Premier and Business Accounts may receive unlimited credit card funded payments.

It appears the ability to receive CC funded payments into Personal accounts will end in a week or so...

I still don't believe any of this pertains to your seller...

And attempting to charge Paypal fees in any form is a violation of eBay policy....he could've just rolled them into a "handling" charge if he was smart about it...

the seller may have access to another paypal account say his mother in law,hence he is charging 50 cents to pay her for such privilege.
of course he trusts his mother in law to return his money,if you cant trust your mother in law,whom can you trust?
