I have not been paying attention lately, so what is checkout exactly? Can you opt out or not?

No tfs13, you CAN'T Opt-Out. In it's present form the ONLY option you have is whether you complete S/H information or Instructions.

Whether you like the feature or not it WILL appear on your auction listings.

Many, many sellers are using the phrase "DO NOT USE CHECKOUT" in their auction listing descriptions. This is mainly a grass-roots attempt to get eBay to PAY ATTENTION! If you do an item & description search for those words, you'll find (at last count) well over 3,000.
