As Trai said it is SquareTrade and it does cost $15.00 and only works if both parties agree to work it out. I used it recently to remove negative feedback from a non-paying buyer and it cost me but the buyer agreed to the removal. I think in my case getting the notice from squaretrade frighten the buyer (not sure though), but the buyer was NARU'd when I filed my request for final credit with Ebay and they didn't have to agree to work with me because it didn't help them get re-instated. In my case I could never get the buyer to respond to any of my emails and the SquareTrade was the first actual response from them. So both you and the other party must pretty much be in agreement for SquareTrade to work, but you should know that you are before you pay the $15.00 to come to conclusion.
