are you using your paypal debit card or credit card??
usps does not have a paypal account,it is a business which accepts credit cards such as mc and visa.
when you use your paypal card-whether debit or credit,it is treated as a credit card transaction.
usps pays visa/mc discount fee for accepting your transaction.
if usps makes the mistake,it should be able to correct it just as they would correct mistake with any cc transaction.but if the mistake is caused by paypal, then paypal has to correct it.
what does your receipt show??
okay, from reading your statement, you imply usps makes the mistake,so usps should just reimburse you cash as it has already taken in the extra.

Just wondering! Does your USPS reciept say $100.00 or does it say $57.95. If it says $100.00 your pretty much stuck you should look at your receipt's before you leave. If it says $57.95 you may still be OK. Look at your paypal Acct. if it say's pending it will more than likely change to the proper amount upon completion. I've had this happen twice to me. The pending amount was wrong but for some reason changed to the correct amount upon completion.

I had a problem using my card as a credit card at the Post Office, PayPal triple charged me for the exact same amount of sale. Not quite the same as your problem. First contacted PayPal via email and was told it was PO's problem, went to PO and they checked records, said it was PayPal's problem. PO said the credit card machine and compters not connected. Came home and called PayPal service (number on website) and they were extremely helpful, said their number one problem customer was PO and corrected it on the spot. If you have the copies of your receipts, call PayPal. Have to say for the complaints I've heard about them that the two times I had a problem they were quick, polite, and efficient in dealing with it. Good luck!
