I was sent a paypal debit card back in late June or July when they first offered the debit card without users having to upgrade to a premier account. Today, I decided to finally activate it since there is no expiration date for this offer other than the card expiration of 07/03....My instructions say to go to paypal and click on, "Activate Debit Card"....but on my paypal account there is no such choice, only "Request a Debit Card"......My question is.....how can I activate this card I was sent? and since this was offered to me without having to upgrade to a Premier account which came with no expiration on this offer, can I still activate it (and how) without upgrading? I hope you can help me as I would like to take advantage of this offer but don't wish to upgrade....Please help!

Nana: as I read their TOS, the mailing of the debit card to you was just an "invitation" -- in order to use it, you must then activate it by doing the following (copied & pasted directly from PP's TOS):

"Eligibility. At this time, the PayPal MasterCard ATM/Debit Card (the "Debit Card" "ATM/Debit Card" or the "Card" is offered to U.S. PayPal users only. Users that are offered a debit card will need to complete the following application requirements, if they have not already done so:


Have been a PayPal member for at least 60 days
Have registered a credit card where the monthly statement is sent to a physical street address (not a P.O. Box). PayPal will only mail the Debit Card to this address; periodic statements and transaction information will be available on the PayPal website and not by mail.
Have linked a bank account to their PayPal account and verified control of the bank account
Have opened or upgraded to a Premier or Business account
Upon review by our Account Review department are deemed as being an active member in good standing within the PayPal community."


NOTE the 2nd to last requirement!

Tom....thanks for copying that for me.....but when the paypal debit card was first offered, there was no term/condition attached to it that you had to upgrade to a premier account status. I know this because at the time they were issued my daughter chose to activate her's and she didn't have to upgrade from her personal account status........which is the reason for my question: Since I received my debit card at the time when upgrading was NOT a requirement can I still activate my card without upgrading since my debit card was sent to me under the orginial terms and conditions and not the ones that are posted today. and dont forget if you want that 1 1/2% cash back when you use that debit card,you have to agree using paypal as the preferred payment method on ebay.
which means you cannot advertise that you accept billpoint etc on your ebay item description page,you can say you offer other payment methods in your me page.
(if anyone bothers to click that page??)

I suspect they are not going to let you use it but maybe he can go to bat for you.

Thanks for the email address you provided.......I have taken your advice and emailed him....Hopefully they will honor the original offer the card was mailed with. Happy New Years Day!
