if you change your ebay id, then the feedback goes with you. if you are talking about opening a second account, then i don't think the feedback can be transferred to that account.

I noticed in your other post you mentioned your account had been restricted and you were trying to figure out why.
Before trying to open a new account, you should make sure your original account is not suspended by eBay. If for any reason eBay has suspended your account, you are not suppose to open another account while your original account is suspended.
If eBay discovers you opened another account while under suspension, they can permanently suspend you.
