I recieved a payment from an auction via PayPal using the pending Echeck feature. Since the customer did not have a confirmed Paypal address I sent this email.

"Thanks for the payment. Unfortunately, to be fully protected against fraud, I only accept payments from confirmed addresses in paypal. It only takes a couple of steps and you can verify your address. I have been burned too many times from chargeback's. Thanks for your understanding."

I recieved this response..

"In order to be a verified by paypal you have to have a credit card and I dont
use them. The money was sent by echeck which is a dept transaction. In order
to use this service you have to be verified by both paypal and the bank in
which you use, therefore i believe this should be more than enough verifaction"

The guy has 14 positives in his feedback profile. What would you do?? Accept the payment and take my chances or push the issue.

If you only ship to confirmed addresses you should state that in your listings. I, on the other hand never had a problem shipping to unconfirmed addresses. Lots of folks dont have credit cards (they are the smart ones!) LOL

I don't think there is much of a problem with eChecks. The problem is with credit cards and chargebacks, etc. I don't think INstant Transfers and eChecks can be "charged back" per se.

Accept the payment - buyer is paying thru his checking account.

I was not aware that PayPal required a credit card to CONFIRM a shipping address!

All I had to do (way-back-when) was wait on a letter which was mailed to me at my street address and another one to my PO address.

When I got the letters, I entered the codes I found in those letters and I then had a CONFIRMED SHIPPING address.

I think maybe your buyer is thinking of something else besides just confirming her address?

You will not be protected if you ship to an unconfirmed shipping address (no matter which service you use).

Perhaps you should try again to nicely explain that you are talking about the shipping address not being confirmed and that is required for you to be covered by PayPal Seller's Protection Plan.

Of course, mentioning "protection for the seller" to a buyer, may be seen as you assuming ALL buyers as scammers waiting to scam and that may offend them.

I agree that in the future I would put a diddy in my auctions AND EOA that you ship only to confirmed addresses if a payment service or credit card is being used.

I think that since this is an eCheck, I would ship once you receive the notice that the Payment has cleared the bank. They can't do a cc chargeback, but I suppose they could try to get a reversal done by their bank. I just don't see a person using an eCheck if they are planning on cheating you. Just be sure and put DC on the package.

Actually, you can do one or the other. Here's the quote from PayPal's site;

Q: Why do I need to add a credit card to my PayPal account to have a Confirmed Address?

A: A Confirmed Address is the address at which you receive your monthly credit card billing statements. When you add a credit card, we confirm that the address is the same as the one which your credit card company has on file, providing us with further assurances that you are not using a stolen credit card. In order for a seller to be protected under PayPal's Seller Protection Policy, he may only ship goods to a buyer's Confirmed Address.

Q: How can I confirm an Unconfirmed Address?

A: An address can become confirmed one of two ways:

1. When you add a credit card to your PayPal account, the address on file with your credit card company becomes Confirmed.

OR

2. You may confirm your address through Alternative Address Confirmation (AAC).

To qualify for AAC, you must meet the following requirements:
> Be a Verified member of PayPal
> Have been a PayPal member for more than 90 days
> Have a Community Participation buyer number of more than 10
> Be a U.S. member in good standing

If you qualify for AAC, you will need to fax several documents to PayPal, after which we will mail a secret code to address you are trying to Confirm. After you enter the secret code correctly into the PayPal website, your address will become Confirmed. For more information, please see our Terms of Use.

Do not ship till this clears! They can cancel or bounce an echeck.

There really is no reason why they can not have a verified address.

Paypal does have a plan B if you do not use a credit card.

As others have stated, a lot of people do not use a verified address, I get a lot of them.

You will have to make up your own mind what you feel you can live with.

Wait till the echeck clears. PayPal is in the business of terrorizing sellers and buyers into a narrow code of conformity that has little to do with doing business.


Unless this is for big bucks, just do it and stop worrying.

Thanks for all of your quick replys! It is great to have support like this. Too bad the rest of the world is not as helpful.

Anyway. You have made me comfortable accepting the payment and taking the chance. I also refered the customer to where he can verify his address for the future.

It is not a large transaction so I will be angry if it gets bounced, but not out of business.
