The only way I know to do this (without creating a Favorites link) is to click the Help tab.

In the Search text box type "block bidder"

Select the first listed link, and then click on the link that is displayed.

Here's the result: http://cgi3.ebay.com/aw-cgi/eBayISAPI.dll?bidderblocklogin
