there are some travel packages being hocked on ebay that promiser you the moon and deliver you doodoo. The 'certificates' that you may pay hundreds for are 'given' out by representatives of the Las Vegas based company. Beware. And paypal is glad to take its cut and ignore the rip-off being perpetrated. Ebay has yet to respond.

I once booked a cruise with an online travel agency and was worried enough. However, I was able to confirm with the cruise company that indeed they had a reservation for me, and I paid with my American Express for added protection.
I could not imagine bidding on a trip on ebay though. Just seemes like this could happen WAY too easily...I don't use paypal anymore like a credit card, because it seems if there is a problem, there is no customer service. I would only use my own card issued to me for something like this.

Ebay and Paypal are doing nothing probably because you don't know what the heck you are talking about. It's like someoe lighting a candle, and someone walking by and seeing it calling 911 because they see a flame.

Notice that on every auction there is a caution of 'BUYER BEWARE'
It is all called 'education' and research.
I travelled conventions a fair bit in the past and for the fun of it onced polled about 10 folks all departing the same city for the same convention.
Rates were all over the place.
Booked via a inhouse travel agent one firm was paying $900 per ticket.
One fellow was $1200
most were $599.
Mine was #399. and my hotel was included.
The convention was in Las Vegas and I booked 4 weeks early with an agent by asking for a Las Vegas junket type deal. It just so happened that the convention was in the same hotel.
The conventioneers had a special rate for rooms (about $75.00) but my 'package' was better.I also had enough coupons to occupy me for 2 days!.(but no timeLOL)
